The Division of
Transportation and Communication provides
viable transportation systems within Republic and maintains an interference-free radio environment.
Mission Statement
The primary mission
of the Division of Transportation and Communication is to
promote, develop and improve the land, sea and air transportation
systems of the Republic of Palau and to regulate Communication
activities within the Republic.
Responsibilities
within the National Government Structure
1. Operates the
Palau International Airport.
2. Grants airport landing authorizations for the Palau International
Airport.
3. Serves as the Registrar of Vessels that are over 65 feet for the
Republic of Palau.
4. Carries out Flag State surveys and Port State Control for
the Republic of Palau.
5. Certifies and issues certificates of competency for deck
and engine officers and other marine ratings for the Republic.
6. Regulates the use of radio frequency spectrum for the Republic.
7. Certifies and licenses radio stations, equipment and operators,
including amateur services, for the Republic.

Background:
Mr. William Moses earned a Bachelor of Arts degree in
Organizational Communications from Wright State University
and a Bachelor of Science degree in Criminal Justice
and Psychology from the University of Dayton. He has been
working with the Palau's Maritime Administration since
1996 and became qualified as a Marine Auditor in 2002.

Port
Palau has three
ISPS-compliant ports that handle port-ship interface with
ships on international voyages. The Malakal Commercial Port,
located on the western end of the island of Koror, receives
cargo vessels, tankers and other vessels arriving from foreign
ports. The port facility has two berth spaces of approximately
156 meters and 159 meters in lengths and can accommodate vessels
having a maximum draft of 7.6 meters. The Chemiangel Bay, located
in Aimeliik, is a Tanker Farm and only receives tankers. The
Palau Pacific Resort Bay receives cruise ships that cannot
be accommodated at Malakal Commercial Port.
Palau Port Control
Authority may be contacted by radio on Channel 16 (156.8MHz)
if within 25 nautical miles from Koror or HF Radio on 4.6MHZ
(USB) if within 300 nautical miles between the hours of 7:30am
and 4:30pm on Monday thru Friday. On weekends, the Port Control
Officer may be contacted by phone at (680) 775-0419 or
(680) 587-3635.
Pilotage Requirements:
Pilotage Service
is required on all vessels of 200 Gross Tonnage or above when
the Master is calling into Malakal Port on his first visit.
Pilotage service is non-mandatory into Malakal Port on subsequent
visits. Pilotage Service is mandatory for vessels over 200GRT
or above on all voyages when calling into Chemiangel Bay,
Aimeliik State.

Ground for Toachel Mlengui is approximately 0.7 nautical
miles off of the entrance. Distance to Malakal Commercial
Port is 17.9 nautical miles.
Shipping Agents
Palau requires
all vessels, except sailing yachts, arriving in Palau to employ
the services of a local shipping agent to ensure the vessel
meets all entry requirements and that the visit of the vessel
will go smoothly. Palau has four shipping agents that serve
all types of vessels.

Amateur Radio
Amateur Radio
Operators who wish to operate in Palau will need to apply
for an Amateur Radio License from the Division of Transportation
and Communication. Currently, ham licensing is a free government
service.
There are three
classes of amateur radio privileges in Palau, namely novice,
technician and general. To apply for an amateur radio license,
fill out the application form for amateur radio license and
mail or fax it to the Division of Transportation and Communication
along with a copy of your amateur radio license from your
home country.
Aircraft
Palau has a single
international airport located on the main island of Babeldaob.
The Palau International Airport is open all-year round at
all hours and currently serves Continental Airlines, Japan
Airlines, Palau TransPacific/Far Eastern Airlines, Palau Micronesia
Air and Asiana Air. The runway of the Palau International
Airport has a length of 7,200 feet and a width of 150 feet.
The maximum size of aircraft that the airport can accommodate
is a 767-200 or its equivalent, with a maximum GTOW of 314,000Lbs..
To apply for authorization
to land at the Palau International Airport, fill out the application
form for landing authorization and mail or fax it to the Ministry
of Commerce and Trade along with all the required documents
listed on the form.
